Electrical infrastructure company Cinterra has appointed Andrea Patterson as chief people officer to lead talent strategy as the company expands its national operations.

Patterson brings more than 20 years of human resources leadership and construction industry experience to the role at the Hope Mills, North Carolina-based company. She will report to CEO Shelby Barbier and oversee talent strategy, workforce planning, employee engagement, leadership development and compliance efforts.

Supporting rapid growth

The appointment comes as Cinterra, which provides electrical infrastructure and renewable energy development services, continues expanding its operations nationwide. The company serves energy providers, engineering firms, private industry and public utilities across North America.

“Andrea’s people-first philosophy and operational rigor are exactly what Cinterra needs as we scale,” said Shelby Barbier, CEO of Cinterra. “Her ability to grow and engage large, distributed workforces while strengthening culture, compliance, and leadership development will be critical to our future. She will have a profound impact on how we attract, develop, and retain the skilled professionals who power our projects.”

Construction industry expertise

Patterson founded AMP UP, a human resources consulting firm focused on construction and skilled labor industries. Her background includes managing workforce expansion from fewer than 1,000 to more than 4,000 direct hires within two years, leading cultural changes and managing acquisition integrations.

“Employees are not just a number,” said Patterson. “Talent is the foundation of every successful company and project. In construction, having the right people with the right skill at the right time is what separates us from others. Our responsibility is to build a workforce and create opportunities for them to grow their careers.”

Comprehensive HR oversight

In her new role, Patterson will handle talent acquisition, forecasting and workforce analytics. She will also manage employee engagement programs for both on-site and remote workers, ensure compliance with labor laws and safety regulations, and oversee competitive compensation and benefits design.

Her responsibilities include compliance with federal requirements such as the Inflation Reduction Act and Davis-Bacon Act, along with implementing HR technology to support data-driven decisions.

Cinterra, formerly known as Directional Services Inc., has operated since 2005 and provides construction, operation and maintenance services for electric power and renewable energy projects.
